On April 16^th, the world watched as over 300 students helplessly lost their lives in the capsized ferry. 100 days have passed, yet we are still asking the same question: Why was not ONE rescued?

President Park Geun-hye and the South Korean government have failed once again to keep their promises for an investigation that will bring answers to the question.  Their treatment of the victims' families have been beyond inhumane since the disaster.  Instead of providing adequate support to the families and helping them to heal from the trauma of losing their children, the government took over their social media accounts and placed them under illegal surveillance using undercover police. Members of President Park’s party spread false rumors coloring the families as money-hungry revolts and communists in attempts to manipulate public sentiment against them. While ten families are still waiting to retrieve the bodies of their lost children, members of President Park’s party have told the families to quit mourning and start moving on with life. The riot police violently suppressed the families and supporters during peaceful march, blocking them with walls of barricade and shooting them with high-pressured water hose.

The families never asked for any monetary compensation or even medical help. The only thing they have been seeking since Day 1 was the truth – why was a disaster like this even allowed in the first place, and why weren’t any of their children saved? 

The families soon realized that their trust in the tears of President Park shed in front of the cameras were lost in vain. They started a rally demanding a special legislation to be enacted. The "Sewol Ferry Act," which will involve independent and thorough investigation of the disaster with prosecution of those who are responsible, will serve as groundwork to finally putting an end to disasters caused by governmental corruption and corporate greed prevalent in South Korea.  It will also serve as a corner stone to building a solid plan that will prevent future disasters like Sewol.

The Elements of Sewol Ferry Act -- proposed by the families of the victims

1. Form a Special Committee that the families of the victims and public can trust:  8 members elected by the congress and 8 members elected by the group representing the families
2. Guarantee an adequate time (up to 3 years) for the Special Committee to carry out a thorough investigation, prosecution and construction of a plan to prevent future disasters
3. Form technical subcommittees within the Special Committee:
      a. Independent Investigation Committee
     b. Safety Planning and Disaster Prevention Committee
     c. Commemoration Committee
4. Guaranteed rights to investigate and prosecute to be exercised by the Special Committee:  Without these two rights, a thorough investigation and prevention of
future disasters will not be made possible
5. Guaranteed implementation and enforcement of Disaster Prevention Plan: 
     a. The Committee submits the Plan to the congress
     b. Related agencies periodically submit reports of the status of implementation to the congress
    c. If not followed through, the responsible agencies and personnel  receive disciplinary retribution 

What the families are asking only makes sense. What they are asking is not much. But for some reason, it seems to be too big of a pill for the Park Geun-hye administration to swallow. You can't help but wonder, what are they so afraid of?

In today’s global society where close to one million foreigners live in South Korea, of which 120,000 are Americans, the lack of public safety due to government's negligence and corruption is not only their problem, but our problem.  In order to make a safer society and prevent history from repeating itself, the Sewol Ferry Act must be enacted.  We cannot let corruption and greed take any more innocent lives. Our fight will continue until the Sewol Ferry Act proposed by the victims’ families gets enacted and justice is served to those who deserve it.

Following the release of our ads in the New York Times and the Washington Post, which received much publicity in Korea, numerous journalists at KBS and MBC (public broadcasting companies in SK) came out confessing of their involvement in the fabricated coverage of the ferry accident. They further testified of the pressure by the upper management and government coercing them to write biased reports favorable of the Blue House. The journalists at KBS eventually stood up against injustice, demanding rights to deliver objective journalism for the benefit of the public by going on a week-long strike. Coincidence? We think not. 

We want to keep the momentum going. We seek to make a difference -- a history that will finally put an end to the man-made disasters so prevalent in Korea. And we invite YOU to be a part of it.

What You Can Expect

If we reach our initial goal of $58,273 (the cost of placing a full-page black & white ad plus transaction fees), we will place a full-page ad in one of the major newspapers in the U.S. that will call for a global support to petition for the Sewol Ferry Act.  

If we double or triple our funding goal like we did in our initial campaign, we will use the remainder funds to place subsequent ads with different contents that will continue to pressure the South Korean government.

If we have leftover funds after the ad(s), we will select an independent news company and donate the funds as we did in the first campaign.

Finally, as we did with our first campaign, we will be transparent with the use of the funds and post screen shots on the Updates for your reference.

세월호 100일, 진실은 침몰했습니다.

구조를 기다리던 300여명의 아이들이 통째로 수장되었지만 100일이 지난 지금, 세월호가 침몰한 정확한 원인도 단 한명도 구조되지 못한 그 이유도 여전히 밝혀지지 않았습니다. 유가족들은 진상규명과 책임자처벌을 약속했던 대통령의 눈물을 믿고 기다렸지만 돌아온것은 유가족 사찰, 평화시위에 대한 폭력진압 뿐이었습니다. 모두가 떠난 팽목항에는 아직도 돌아오지못한 10명의 아이들을 기다리는 실종자 가족만이 남아 있습니다. 이에 우리는 정부와 여당이 국민과 유가족 기만을 즉각 중단하고 350만명이 서명한 유가족측 세월호 특별법을 수용해 제정할 것을 촉구합니다.  

진실의 열쇠를 쥐고있을 선장도 언딘도 해경도 청와대도 모두 침묵으로 하나된 것 같습니다. 국정조사 특별 위원회가 열렸지만 관련 장관들은 무책임한 태도와 성의없는 답변으로 일관했고 여당의원들은 졸거나 오만한 자세로 특위에 임하며 유족들에게 막말을 하기도했습니다. 특위는 청와대에 207건의 자료를 요청했으나 제출자료는 7건에 그쳤고 최초 허위보도를한 MBC는 출석을 거부했습니다. 그러나 특위에서 일어나는 여당과 정부의 비상식적 대응을 주요방송 3사중 어느곳도 생방송으로 중계하지 않았고 뉴스로 다루지도않았습니다.

진상규명과 책임자처벌 그리고 참사없는 안전사회만들기를 내용으로 하는 유가족 측 세월호 특별법안은 위원회의 수사권, 기소권, 청문회소집권을 포함하고 있습니다. 수사권이없다면 특위에서처럼 진실을 밝히기가 어려울거고 기소권이 없다면 적절한 처벌을 기대할 수 없습니다. 그리고 청문회가 열리지 않는다면 특별법 조차도 그 과정이 언론에 보도되지 않을것 입니다.

세월호 참사 당일 박근혜대통령의 행방은 묘연합니다. 사고 직후 무려 7시간동안 대통령은 부재 상태였습니다. 구명조끼를 입고있는 학생들을 왜 구조하지 못하냐고 한 초등적 질문은 부재로 인해 사고에 대해 관심도 없고 보고도 제대로 받지 못했음을 반증합니다. 청문회를 통해 성역없는수사 그리고 국민이 공감할 수 있는 처벌과 사후대책이 뒤따라야 합니다.

유가족측은 의사자 지정도 특례입학도 아닌 오직 진정한 진상규명과 책임자 처벌만을 요구하고 있습니다.  현재 여당과 야당이 내놓은 특별법안은 제대로 된 수사도 처벌도 불가능하며 세월호와 같은 대형사고의 재발방지를 위한 대책마련도 빠져 있습니다. 우리는 특별하지도 않는 특별법, 아무효력도 없는 특별법이 아닌 진정한 기능과 권위를 가진 유가족 측 특별법안 채택을 촉구합니다. 

첫째, 유가족 측 추천위원의 과반수 구성

둘째, 특별 위원회의 활동기간을 최장 3년으로 보장

셋째, 특별 위원회에 독립적 수사 및 기소권 보장

넷째, 참사 재발 방지 대책의 지속적 시행 보장

세월호참사 100일이 되던 날 5만명의 시민이 모여 특별법 제정을 촉구했지만 경찰의 폭행 진압외에 청와대에서는 아무런 답변이 없었습니다. 

우리는 다시 한 번 해외교민의 힘을 모아 세월호 특별법 제정 촉구 광고 캠페인에 나섭니다. 많은 참여 바랍니다.

1차때와 마찬가지로 목표금액을 도달하면 미국 주력 일간지에 전세계인들로 부터 세월호 특별법 제정을 위한 서명운동을 촉구하는 광고가 나갈것 입니다.  만약 저희가 1차때 처럼 목표금액의 세배를 넘는 금액이 모금이 된다면 한국 정부를 압박할 2차 3차의 새로운 광고들을 내보낼것 입니다. 이번 모금은 최대한 광고에 이용될 것 입니다. 광고를 다 하고 더이상 광고를 낼 수 없을만큼의 잔액이 남는다면 양심언론사 한곳을 지정해서 기부할것입니다.
