Overview
In response to the growing number of crisis affecting the people of East Maui, we the Kua Hawaii Project, would like to establish a resident volunteer program to assist with cultural-based stewardship of the Road to Hana.

CAPACITY CHALLENGES

The region of East Maui, Hawaii’s largest single source of surface water, is at a tipping point. The influx of tourism and the lack of its appropriate management has been conflicting with our day to day lives as residents for over a decade. Surveys conducted over the last two years estimates the highway to be four times over visitor capacity and now considered to be insufficient to serve the current level of use which creates issues such as overcrowding, illegal parking, hazardous driving conditions, rampant trespassing on private property leading to visitor injuries requiring emergency rescues, excessive unlicensed commercial activity triggering economic adversities, waste disposal concerns including public facility cleanliness, pluming issues leading to stream and ocean contamination, health hazards and death.

RESTORING BALANCE

Over the last two years we have collected data through roadside surveying, traffic studies, visitor questionnaires, web surveillance and natural resource monitoring. With this information we have formulated a plan aimed to reduce the impact of the visitor industry and further refine the methods to best protect the natural resources of our home.

PREVENTATIVE MEASURES

The Hana Highway Regulation has published a Road to Hana Code of Conduct found at HanaHighwayRegulation.com In partnership with the visitor’s bureau, the Hana Community Association is developing educational resources in the form of an infographic brochure and preparedness video to enhance visitor safety. Additionally the organization is working with the Department of Transportation and Public Utilities Commission to increase roadside signage and commercial industry oversight.

Although the components mentioned above have and will provide some preventative measures, we have determined that in-the-field advising is our only line of effective defense to the level of desecration we are enduring. Visitor actions leading to resident frustrations and environmental turmoil have been identified as illegal parking, private property trespassing, unlicensed commercial activity and commercial activity within a sacred site. Amongst our studies we have recorded a 96% reduction in these four culprits of chaos under the condition that a field advisor is on premises, mediating the offenses as they present themselves by providing visitor education.  

INTERNATIONAL EXAMPLES

We have been greatly inspired by our aboriginal cousins across the Pacific @countryneedspeople, and the successful implementation of their Indigenous Ranger Program through the Australian continent. In particular, whats resonated with us most is the corresponding philosophy that the “Country Needs People”.

INDIGENOUS RANGERS

The resident volunteer program presented here draws upon thousands of years of ancestral knowledge that harnesses the understanding of the intrinsic relationship between indigenous peoples and the land in which they come from. Interested residents will submit an autobiography as an application for the position of resident volunteer, outlining their history of regional protection efforts and why they are interested in serving. Chosen candidates will enter a voluntary agreement and adhere to policies, procedures and protocol to protect the area’s cultural resources which include sacred sites, forests, coastlines and water ways. We seek your support to train and enable our management of district volunteers to impress the effectiveness and value of place-specific expertise. Volunteers will be granted stipends for standing post 8 hours per day, four days per week. Resident volunteers will be guided by the values of Aloha, Malama and Kuleana to protect and manage land and sea across Hawaii. 

WE SEEK YOUR SUPPORT

We plan to crowdfund during the month of January and February, incurring  the financial support necessary to train resident volunteers and implement resident volunteers roadside for the 2019 Summer and Fall seasons. Volunteers will commit to using formalities of Aloha to educate visitors on community policy. This is a grassroots effort to deter illegal parking, trespassing on private property, unlicensed commercial activity and commercial activity within sacred sites.

FUTURE PLANNING

Amidst providing cordial verbal disclaimers, this network of field advisors will be simultaneously collecting intricate roadside data for the half year period. Upon completion of our exercise, this data will provide the community organization with an accurate gauge of impact to determine what the appropriate threshold is for leisure visits of the Road to Hana. This project will assist our community organization’s ability to curate a regional visitor management plan for East Maui that includes turning these volunteer positions into future paid employments. It is critical we conduct this exercise of community regulatory action as the Road to Hana, its parking and comfort station infrastructure, was never designed or intended for the current magnitude of use, its associated traffic and human impact. 

OVERVIEW

More residents are expressing an interest to protect the culture and wildlife along the Road to Hana but government funding  is severely lacking and doesn’t meet the caliber of means necessary to  protect the vast land and sea country of our home. We would like to implement resident volunteers at the various areas seeing heaviest impact and complications therefore we are crowdfunding for the expenses of training and outfitting 28 resident volunteers to post share at 15 critically endangered sacred sites along the Road to Hana.

By implementing these rangers, we will have the ability to drastically reduce the offenses of illegal parking, trespassing on private property, unlicensed commercial activity and commercial activity within sacred sites. We look forward to diminishing the chaos for residents, incurring intricate data to contribute towards future planning and ensure the vitality of our watershed that provides for the majority of Maui's water needs.

COMMUNITY STEWARDSHIP

We appreciate your support of our intention to bring immediate relief and a forecast for long term remedy. Our crowdfunding total entails hard costs of the uniforms, equipment, supplies, infrastructure and management oversight to make this proof of concept possible. Upon the completion, we will provide a thorough report on the challenges, effectiveness, and refinements necessary to curate effective land and sea management for East Maui. This will provide our community organization with an accurate perspective to draft a sound visitor management plan.

These stipened ranger positions will be an opportunity to ensure environmental well-being, a way for residents in rural East Maui to participate in the economy, be recognized for their ancestral knowledge and be proud of a day’s work.

POSITIVE RESULTS

Research that has surfaced from the Indigenous Ranger Project of Australia have proven to cause a ripple effect over remote communities, creating conservation value. Reduced alcohol-related issues and incarceration have been reported where ranger groups are active. Indigenous rangers have become role models for a new generation. They are living examples of sustainable eco-systems, workforce participation, healthier lifestyles and cultural preservation.
