f31.9 is an evocative love story inspired by real events and takes its title from the official diagnostic code for Bipolar Disorder Unspecified. This project shines a light on one of the most misunderstood and stigmatized mental health conditions, particularly within the African-American community. The film delves deeply into how Bipolar Disorder affects relationships, offering a unique perspective on the emotional and psychological toll it can take.

Coli Sylla, Writer/Director is a screenwriting fellow with African roots and a unique perspective that fuels his boundless commitment to creating tense drama. Recently named one of the Top 25 Screenwriters to Watch in 2024 by the ISA, Sylla also landed on their development slate. In addition to that, Coli wrote the single-camera comedy Big Boy's Neighborhood based on the syndicated radio show of the same name. The pilot was produced and featured stars like Big Boy, Snoop Dogg, Wilmer Valderrama, Jimmy Kimmel, and Jamie Foxx.
Born and raised in Philadelphia, now residing in Maryland, Tammy Baird, Producer, has dedicated over 20 years to film, television, and theatre. Her diverse career spans roles in front of and behind the camera, on stage, and behind the curtain. With a wealth of experience as an actor, casting director, and production manager, Tammy has become a versatile and passionate contributor to the entertainment industry. In addition to her work in entertainment, Tammy is deeply committed to the mental health field. She focuses on bridging the gap between adolescents, academics, and Social Emotional Learning (SEL). As a producer on a project that integrates both film production and mental health, Tammy has found a way to merge her two greatest passions.
Lateef Harris, Line Producer is a native of Southwest Philadelphia, earned his undergraduate degree in Accounting from West Chester University. He has a passion for accounting and numbers, relishing the challenge of constructing and deconstructing complex puzzles. With a keen eye for both the big picture and the small details, he excels at creating a comprehensive understanding. Harvard Management certified in 2021, Harris has nearly 25 years of experience in the retirement industry. He currently works as a compliance manager in financial services. In his spare time, Lateef enjoys watching documentaries, movies, being out in nature, and spending time with loved ones.
Summer Willow Fitch, Executive Producer, is a transformational leader with over 20 years of experience in program and process management for diverse groups. Her passion for structuring and operating businesses and creating jobs inspired her to advise hundreds of emerging entrepreneurs as a business advisor. Summer holds multiple DEI certifications and excels in facilitating learning experiences through curriculum and training design. She is the Sr. Partner/Principal of KABOD Consulting Group LLC, specializing in training and development. Her 20 years of experience have led her to pursue a career in therapy, and she is now studying to become a licensed Marriage and Family Therapist. Her passion for serving vulnerable and underrepresented populations drives her commitments personally and professionally; she sincerely wants everyone to have the opportunity to win. Summer is a member of Zeta Phi Beta Sorority, Inc., obsessed with animals, traveling, and music.
Stylist/fashion designer/costume designer, Tyreney Allen, Producer, is known for his keen sense of style that ranges from classic to eclectic. In 2016, he launched The Renaissance Brand, a fashion label inspired by the sartorial elegance of Gentlemen from bygone eras. His costume design work includes the Truth Hurts sitcom, the Television magazine We Talk Weekly, and numerous music videos across all genres.

One of the hardest battles I’ve faced is the decision to go public with my Bipolar Disorder. It’s a condition that not only challenges my creativity but also tests my ability to lead with confidence. Living with Bipolar Disorder II means constantly grappling with the overwhelming weight of depression, which threatens to erode my self-esteem, silence my inspiration, and drain my motivation. I am both excited and committed to leaning into these challenges. Maintaining balance requires a daily commitment to psychotherapy, psychiatric care, physical activity, and self-care.
By stepping into the light, I am taking a significant risk. The stigma surrounding Bipolar Disorder is still pervasive, especially within the African-American community, where understanding is scarce. Speaking out could open me up to ridicule or alienation from those who don’t understand the reality of this condition. But the need for awareness and change outweighs the fear of judgment.
